When using about 1/2 of Curt hitches they will require a stability strap # 18050 for their warranty, however, this hitch does not require it. First thing you should do at this point is test the 7-way of the wiring harness with a circuit tester part # PTW2993 for voltage on all of the right pins when the taillight signals are being applied. Just like in the video I attached.
If the voltage checks out there but the trailer lights still don't function right then the problem is on the trailer wiring. That would mean that problem is either due to a ground issue or a short issue.

The difference between the # VRNV11 and # VTNV11 that you referenced is that the # VTNV11 is made of thermoplastic whereas the # VRNV11 is made of carpet.
The thermoplastic liner is a heavier, denser mat at 32 lbs when compared to the carpet version that is 18 lbs so it would be a better insulator so I would recommend it for you. It's probably a bearing that got destroyed due to lack of lubrication which then caused it to look up to the axle's spindle. What you are going to want to do is take it all apart and see what the damage is. Remove the wheel, take off the dust cover of the hub, and then remove the spindle nut that holds the hub to the axle. Hopefully you can then pull the hub off of the axle easily.

Since you state that the other two are about 45 lbs. each, for that amount of combined weight you will be challenged to find a bike rack that has a listed weight rating needed.
